Johns Creek HOA Roofing Architectural Packet and ARC Checklist
A large share of Johns Creek homes sit inside master-planned or country club communities with a homeowners association and an architectural review committee (ARC). In those neighborhoods the City is often not the hardest approval to get. The covenants may control shingle style, color, profile and even brand, and a roof installed without ARC approval can lead to a violation letter and a demand to redo the work. This guide explains how the two layers fit together: private covenant review by your HOA, and public building rules from the City of Johns Creek. If you are pricing the project itself, start with our St. Ives HOA roof replacement and local cost guide.
We do not have copies of every community's covenants, and each association's rules are different. Treat the steps below as a checklist, and read your own declaration, bylaws and design guidelines before you sign a roofing contract.
Two separate approvals
Your HOA or ARC enforces private covenants recorded against your lot. Those documents are contracts among owners; the City does not enforce them. Typical roof rules include an approved color palette, a requirement for dimensional (architectural) shingles rather than three-tab, a ban on certain metal or reflective products, and a requirement that the replacement roof match the original or neighboring homes. Many communities also require a written application and a waiting period before work starts.
The City of Johns Creek applies the building code. Its permit table says a roof replacement with no structural work, including up to 32 square feet of decking, does not need a building permit; roofs requiring structural alterations do (Johns Creek, Do I Need a Permit?). When a permit is required, applications, plan uploads, fee payments and inspection requests run through the City's CSS portal (Johns Creek CSS portal). The City enforces the 2024 International Residential Code with Georgia amendments effective January 1, 2026 (Johns Creek Building Codes). Not needing a City permit does not mean you do not need HOA approval, and HOA approval does not substitute for a City permit when one is required.
What an ARC submittal usually includes
- The completed application form from your management company or HOA portal, with lot number and address.
- The manufacturer, product line and color name of the shingle, plus a brochure page or a physical sample board.
- Ridge cap, hip, starter and drip edge colors, and any change to gutters or vents.
- A photo of the current roof and, if the covenants require matching, photos of adjacent homes.
- The roofer's business name and proof of insurance if the HOA asks for it.
- A note on whether skylights, solar or ventilation changes are part of the job.
Ask the management company how long review takes and whether approval is automatic if the committee does not respond in time. Some declarations include a deemed-approval clause and others do not. Get the approval in writing before materials are ordered.
Wind warranty terms worth asking about
Johns Creek roofs see thunderstorm wind more often than hurricanes, but wind warranty terms still matter, and some HOAs specify a manufacturer. Warranty coverage depends on how the shingles are installed, so ask your roofer which installation method they will use and get it in the contract.
GAF's published warranty comparison for Timberline shingles lists a 15-year wind limited warranty term. For shingles not eligible for its WindProven warranty, maximum wind speed coverage is 130 mph with "Special Installation" or 110 mph without it. For LayerLock-labeled shingles, Special Installation means 4 nails per shingle plus GAF starter strip at the eaves and rakes; other GAF shingles need 6 nails per shingle plus starter strip. GAF's WindProven limited wind warranty has no maximum wind speed limitation, and it requires LayerLock-labeled shingles plus at least four qualifying accessories: starter strip, ridge cap, roof deck protection, and either attic ventilation or leak barrier (GAF, Roof Warranty Comparison Guide). Owens Corning publishes its own wind-resistance warranty terms and installation requirements for its Duration line (Owens Corning, TruDefinition Duration); read the current warranty document for the product your HOA approves, because terms are tied to specific nailing and starter requirements.
A manufacturer warranty is not insurance, and it covers manufacturing defects and stated wind events under its own terms. Registration rules differ: GAF says its base Shingle & Accessory and Roofing System warranties do not require registration, while its enhanced warranties do and are registered by a GAF-certified contractor (GAF warranty FAQ).
When the HOA rule and the code seem to conflict
Real conflicts are rare. HOA rules usually govern appearance, while the code governs how the roof is built: underlayment, flashing, fastening and ventilation. If your ARC requires a heavier shingle or a different profile, the roofer still has to install it to the manufacturer's instructions and the code. If an ARC condition would require something the building code does not allow, raise it with the management company in writing and ask the City's Community Development staff how the code applies.
After a storm claim
Insurance claims and HOA approvals often collide after hail. The insurer may approve a repair with a shingle that the HOA will not accept, or the ARC may require a full replacement for appearance. Tell the adjuster early if your covenants require matching, and keep copies of the covenant language. Our Johns Creek hail and wind claims guide covers deductibles, appraisal and the adjuster-day checklist.

Frequently asked questions
- Do I need HOA approval to replace my roof with the same color?
- Many Johns Creek covenants require an application even for like-for-like replacements. Check your design guidelines and get written approval before ordering materials.
- Does Johns Creek require a permit for a reroof?
- The City lists roof replacement with no structural work, including up to 32 square feet of decking, as not requiring a permit. Structural alterations require a permit through the CSS portal.
- What wind rating do GAF Timberline shingles carry?
- GAF lists a 15-year wind limited warranty. Without WindProven eligibility, coverage is up to 130 mph with Special Installation or 110 mph without it. WindProven, for LayerLock-labeled shingles with four qualifying accessories, has no maximum wind speed limitation.
- What is Special Installation for GAF shingles?
- For LayerLock-labeled shingles, 4 nails per shingle plus GAF starter strip at the eaves and rakes. Other GAF shingles require 6 nails per shingle plus starter strip.
- Can my HOA require a specific brand?
- Covenants can include product requirements. The City does not enforce private covenants, so the answer is in your recorded declaration and design guidelines.
- What happens if I reroof without ARC approval?
- Consequences depend on your covenants. They can include violation notices, fines or a demand to change the work. Getting written approval first avoids that risk.
